Day
Tehran
had been awake throughout the night.
The curfew was ignored, and there were skirmshes in the streets between
demonstrators and the security forces.
Neither the Prime
Minister, Dr.
Bakhtiar, nor the leaders of the revolutionary movement could predict
what would happen.
Dr.
Bakhtiar and General Qarabaghi had agreed to meet the next morning.
Dr. Bakhtiar was considering how he could restore order:

aware of the contacts between the army and government and the content
of their discussions:

armed forces, headed by General Qarabaghi, met in the morning to make
the army's most important decision:

neutral.
