Changes Introduced to Licensing and Registering Vehicles.
Clampdown on fraudulent applications

People registering and licensing vehicles not previously registered in NI will need to produce documentation confirming both name and address from 1 January 04.

As part of a general tightening of vehicle licensing registration across the UK, the changes are being applied to those who use form V55/4 or V55/5 (an application to register and licence a vehicle)

The changes are being introduced to ensure the keepers details provided at the time of registration are genuine, thereby reducing the potential for fraudulent applications.

Mr Brendan Magee, Chief Executive of DVLNI, comments: “DVLNI has introduced the checks to ensure we have more accurate data. This will help the police in the fight against car crime because it will make it easier to trace an individual whose vehicle has been involved in an accident or criminal act – a key factor in reducing car crime.”

With DVLNI receiving approximately 45,000 such applications annually these changes will considerably improve the accuracy of the DVLNI’s vehicle database.

Last week DVLNI also announced that from January 1 motorists who fail to tax their vehicles within a reasonable time will be detected by the DVLNI database and automatically receive an £80 penalty.

Registering your vehicle

In order to license and register your vehicle you must take your completed V55/4 V55/5 and supporting documentation to your nearest DVLNI office or send your completed form with supporting documents to your local DVLNI office. The address for your nearest office can be found in the Phone book under Government offices or on the DVLNI website – www.dvlni.gov.uk. You cannot register your vehicle with these forms at a Post Office® branch.

In order to prove your name and address you will need to show your valid DVLNI Photocard driving licence OR if you don’t have one, one original document from each of the lists below:

•Documentation confirming your name

• Current DVLNI paper driving licence

• UK/EU or foreign passport

• Marriage certificate

• Decree nisi/absolute

• Birth certificate. Documentation confirming your address

• Utility Bill valid within the last 3 months – gas, electricity, water, landline telephone

• Bank/Building Society statement valid within the last 3 months

• Medical Card

• Rates bill / Rent book

• Traders, who hold a current trade plate licence, can conduct the checks on DVLNI’s behalf if they wish. This will streamline the process and allow motorists to receive their documents back without unnecessary delay. If a motor trader is registering the vehicle on your behalf, you will need to provide the trader with the appropriate documentation. If the trader chooses not to do this, you will need to present the documents to the DVLNI local office.

Corporate/Fleet Company Applications

Applicants will also have to produce documentation confirming name and address. The only evidence acceptable on its own will be trade licence issued by DVLNI (or trade licence number).
