A survey of 10,000 young people suggests 70% are being targeted online, with a fifth of them receiving abuse daily.
The cyberbullying results also showed little difference between the percentage of boys being targeted compared to girls.
The research was carried out by Ditch The Label, an anti-bullying charity, which questioned 13 to 22-year-olds online.
Liam Hackett founded the group in 2012.
He wants more co-operation between social networks, schools and the government and says the websites should be more open about the scale of problem.
