NYC costume characters regulated after increased arrests

New York police and city officials have warned tourists that tipping is optional if they have photographs taken with one of the many costumed characters in Times Square.

There have been a string of incidents including groping and harassment that have ended in arrest.

The Times Square Alliance is now looking at a regulation scheme that includes background checks.

The performers have said that the measures have affected their livelihood and are forming an association of their own.
