Russia's 'spoke in wheels' on Obama's military action

The Syrian government has welcomed a plan, promoted by Russia, to place its chemical weapons under international control to avert the threat of US miltary strikes.

The White House says it will study the proposal which comes as President Obama tries to gain support for military action from members of Congress.
