How might US help Iraqi government stop Sunni militants?

Barack Obama has made it clear that he will not send US troops into Iraq to quell the Sunni insurgency, and called on the Iraqi government to solve the problem for its own people.

He said he is considering other options to help the Iraqis, but stopped short of saying what they were.

So how can the Sunni militants be stopped?
