Calls for Iraqi government to reform the food ration system
Following the sanctions imposed on Iraq after it invaded Kuwait in 1990 the Iraqi state began distributing food rations to its people at a cost of about $5bn a year.
But it has come in for criticism from some who say the system is inefficient and inconsistent.
The government says it plans to reform the way the food rations are distributed in the future.
