Kofi Annan: Syria has not fully complied with the ceasefire

The Syrian ceasefire brokered by the UN envoy Kofi Annan has come into force, but reports indicate it is not being fully observed. Although the level of violence has dropped, activists have reported at least three civilian deaths.

Syrian state media says an army officer was killed and dozens injured in a roadside bomb it blamed on terrorists. The opposition Syrian National Council says the plan is only being partially observed as Syrian tanks and troops had not withdrawn from cities.
