Clinton: 'There are risks with transition to democracy'
US Secretary of State Hillary Clinton has told a meeting of European leaders that leaders in the west should help governments in the Middle East to take "systematic steps to usher in a better future where people's voices are heard."
Mrs Clinton went on to say "there are risks with the transition to democracy" but that it will only work if it is "deliberate, inclusive and transparent".
