The man killed in a cliff fall in St Aubin has been named as 69-year-old Peter Scurr from Southampton.
A 65-year-old woman is in a serious condition in intensive care in Jersey's General Hospital.
A hospital spokeswoman said the woman may be flown to Southampton Hospital for further treatment later.
The police said the man and woman fell about 66ft (20m) from cliffs on to the concrete roof of the German tunnels below Railway Walk.
Witnesses said the man appeared to lose his footing before he fell, the woman grabbed on to some tree branches, but moments later she fell too.
David de Carteret from Jersey Tourism said: "Our cliffpaths and other marked walks are extremely safe, it would appear these two people weren't on one of our paths.
"Obviously walking is a very very important part of our product here in Jersey so we don't want to deter people from using the proper walks and pathways that are set out for them."
Jersey Police told the BBC the footpath had been closed by Transport and Technical Services (TTS).
Chris Sampson, the director of engineering for TTS, said the department was unable to comment as it was an ongoing police investigation.
Jersey Police said officers were treating the death as a tragic accident and will now prepare a file for the Viscount.
