The planning minister has launched a public consultation into the issue that will run until 17 February.
The new Island Plan requires planning applications for new developments to include crime impact statements and the guidelines provide advice on this.
Deputy Rob Duhamel said design played a part in making places safer to live and work in.
He said designers were being asked to pay careful attention to crime prevention in order to deliver high quality and safe developments.
