There is "no evidence" of a withdrawal of Russian troops from the border near Ukraine - despite an order from Russian President Vladimir Putin, Nato's Secretary General has said.
Anders Fogh Rasmussen told reporters on Monday that he "strongly regretted" the lack of movement by the troops.
