8 May 2014 Last updated at 05:51 BST

Pro-Russian activists in eastern Ukraine are to consider a proposal by Russian President Vladimir Putin to delay referendums on autonomy.

The votes are due to take place on Sunday and millions of ballot papers have been prepared.
