David Cameron: 'No time for tinkering with the EU budget'
David Cameron says there is a "real problem" with a lack of progress in EU budget talks as they enter a second day.
Mr Cameron said it was not the time for "tinkering" with the money spent.
Instead, he told reporters, the EU needed to cut "unaffordable spending" as had been done in the UK.
