Norway PM: "Answer to violence is more democracy"
Norwegian prime minister Jens Stoltenberg has told BBC Radio 4's The World Tonight presenter, Robin Lustig, that it is too early to tell if European governments have under-estimated the appeal of extreme nationalist movements.
Stoltenberg added the government's focus was comforting those affected by the massacre but the key to preventing more violence was "more democracy and more openness".
