Treaty enacted to ban cluster bombs

An international treaty banning the production and use of cluster bombs has come into force.

The treaty is binding only on countries that have signed and ratified it, and so does not include the US, Russia, China and Israel.

Campaigners against the weapons say they often fail to explode immediately and lie dormant for years, risking the lives of civilians, many of them children.
