How to share the wealth of Uganda's oil?
Africa seems to be experiencing something of a boom in the energy industry.
Kenya recently announced its first oil discovery, while Tanzania and Mozambique are continuing to find large gas deposits off their coasts.
Uganda was the first in the region to find oil and is in the process of evaluating its reserves with the aim of starting production in 2016.
This has led to a big debate in the country over how to manage and share its coming wealth.
Catherine Byaruhanga reports.
