Somalia has been described as one the world's most failed states.

Years of fighting between rival warlords, the rise of Islamists, piracy, famine and disease have made it one of the most troubled countries in the world.

However, the Transitional Federal Government is now gaining ground and development and commerce are starting to grow again.

But is talk of a new constitution and eventual elections premature?
