Has President Obama's foreign policy been effective?

President Barack Obama is seeking to keep 9,800 US troops in Afghanistan after the US ends its combat mission in the country at the end of this year.

The announcement comes ahead of a key foreign policy speech by President Obama on Wednesday, in which he is expected to answer critics who say his White House has been too passive a global player.
