Syria 'should be referred to the ICC' - UN's Pillay

UN High Commissioner for Human Rights Navi Pillay has repeated her request that UN investigators be granted full access on the ground in Syria, in a statement read out by her representative to an emergency session of the UN Human Rights Council.

All those who ordered, helped or failed to stop attacks on civilians were individually criminally liable for their actions, Ms Pillay said.

She urged the UN Security Council to refer the case of Syria to the International Criminal Court (ICC).
