Measuring devolution: 'We need to involve grassroots'

We're looking at the last 15 years of devolution in Wales and what it has meant for managing the environment in Wales.

Peter Davies, Commissioner for Sustainable Futures, suggests a different approach from "top down" decision making since 1999 which he says has not always worked.

He said ministers need to involve the grassroots and said people can be carried along if they're involved around the table.
