Measuring devolution: 'Jobs that come up are in London'

We're looking back at how successful devolution has been over the last 15 years.

BBC Wales economics editor Sarah Dickins spoke to a woman in Abergele, Conwy, who is struggling the find work.

Paula Owen has a child with hydrocephalus - fluid on the brain - so she can't work many hours.
