Plans for a new primary school in a growing Aberdeenshire town have been delayed by a year, the council has said.
Work had been expected to start on Kintore's new school shortly after planning permission was secured and a contractor appointed.
It had been due to open in August next year.
But a consortium of housebuilders which control the site have advised they are not in a position to release it.
The council said that while it is keen to reach an agreement through negotiation, it would also pursue a compulsory purchase order to secure the land.
The local authority said the opening of the school is now likely to be a year later than planned, in August 2016, which it recognised would be "hugely frustrating for the local community".
