Does choice work when it comes to public services?

Politicians like to bandy the word choice around when it comes to public services, but some question whether people are any good at making decisions.

In a Daily Politics film, Adam Fleming spoke to author David Boyle and cardiologist Dr Duncan Dymond to hear how people make, or do not make, choices about their services.
