Politics in Wales: Carrier bag and prescription charges

Dropping prescription charges, introducing a smoking ban and charges for carrier bags were voted for in Wales before other parts of the UK.

Political reporter James Williams looked at what First Minster Carwyn Jones described as a laboratory of policy ideas for the rest of the UK, when he spoke to Dr Rebecca Rumbul of the Wales Governance Centre and former First Minister of Wales Rhodri Morgan.
