George Osborne pledges to run budget surplus

Chancellor George Osborne has told the Conservative Party conference that he would run a budget surplus if elected in the next parliament.

Mr Osborne set out a number of policies for a future Tory government, including a freeze on fuel duty and a requirement for the long-term unemployed to work for their benefits.
