European Council: Why John Major adviser hid under table

EU leaders are in Brussels on Friday for a budget summit - at a meeting of the European Council - headed up by President Herman Van Rompuy.

Adam Fleming went behind the scenes to see how this part of the EU operates, and how an adviser to John Major managed to break a protocol and hide under a table during Maastricht Treaty talks 20 years ago.
