George Osborne vows benefits budget cut

The government is determined to cut £10bn from the benefits budget, George Osborne will tell delegates at the Conservative Party Conference.

The chancellor will also say the rich will pay more, but will rule out the Liberal Democrat idea of introducing a "mansion tax".
