New state bank: Simon Hughes on Vince Cable speech

The Liberal Democrats' deputy leader said a new state bank would help the small businesses who "struggle to get the lending they need".

Simon Hughes spoke to Andrew Neil as Vince Cable was finishing his conference speech announcing £1bn to set up a bank to increase the amount of lending to businesses.
