Justine Greening: Benefits changes must 'make work pay'
The welfare system does not always make it pay to work, admitted Transport Secretary Justine Greening, who said government reforms such as the Universal Credit were designed to address this.
She was responding to claims from the Question Time audience that people on benefits could enjoy a lifestyle as good as many of those at work.
