RSPCA: Microchipping dogs 'wasted opportunity'
Government plans to tackle dangerous dogs in England are a wasted opportunity, said David Bowles of the RSPCA.
He said Monday's announcement, which includes a consultation on whether to microchip all dogs, fails owners and those who could be bitten by dogs.
