Grant Shapps on Ed Miliband's party funding plans

The housing minister said Labour's plans to reform party funding were a "complete wheeze".

Grant Shapps told Andrew Neil that Ed Miliband's announcement to limit individual donations to £5,000 was "disingenuous" and would have little effect on Labour's funding.
