Labour MP David Miliband has said the "idea that policy is for sale is grotesque", after secretly filmed footage apparently showed the Conservative Party co-treasurer offering access to the prime minister for a donation of £250,000 a year.
Peter Cruddas has resigned after making the claim to Sunday Times reporters that a £250,000 donation gave "premier league" access, including dinner with David Cameron and possibly the chance to influence government policy.
Conservative Party officials said no donation had actually been accepted.
Mr Miliband told the BBC's Andrew Marr programme that the allegations "went to the heart of the question of the relationship between a party and a government".
