Michael Portillo's council tax bands confession
Michael Portillo claimed property in the UK is "vastly under-taxed" as he revealed his role in designing council tax bands 20 years ago.
The former Conservative cabinet minister explained how he compressed the bands, so those with higher-valued homes would pay "disproportionally little", as he thought some may not have large incomes despite the value of their homes.
