Lord Owen calls on PM to stop NHS reform plans
Dr David Owen claimed only the prime minister could stop plans for NHS reforms in England and he should back track as he did on a planned forest sell-off.
Now Lord Owen, the former foreign secretary and SDP leader who sits as a cross bench peer, said the government had no mandate for the changes, but was promising the "mother and father of top-down reorganisations" which raised profound constitutional issues.
He spoke just ahead of prime minister's questions where health reforms dominated the exchanges between David Cameron and Ed Miliband.
Conservative Alan Duncan and Labour's Liz Kendall also offered their views.
