Police commissioner elections and city mayor referendums

Voters will chose 41 new Police Commissioners in England and Wales, plus 11 larger cities will hold referendums on whether or not to have directly-elected mayors next year.

David Thompson investigates the arguments over whether the moves are a much-needed democratic revolution or just a costly PR-driven exercise.

The mayoral referendums will be held in Birmingham, Bradford, Bristol, Coventry, Leeds, Liverpool, Manchester, Newcastle, Nottingham, Sheffield and Wakefield.
