Peter Hain: Letters were not get out of jail cards

28 February 2014 Last updated at 10:48 GMT

Secret letters sent to 187 republican paramilitary suspects made it clear they could still be arrested if other evidence emerged, former NI Secretary Peter Hain has said.

Mr Hain told the BBC the letters "were not amnesties or immunities", saying "they made it clear that if other evidence came to light... they could well be apprehended."

The Northern Ireland Assembly is due to discuss the letters and the wider On the Runs scheme in an emergency meeting on Friday.
