A child was injured in a collision with a marked police car in Sunderland.
The eight-year-old, who was riding a scooter, suffered a suspected broken leg in the incident in Warwick Terrace in the Silksworth area.
The car was not using its lights or sirens as it was not on a call when it happened at 18:30 GMT on Wednesday, police confirmed.
Northumbria Police said it had now referred the matter to the Independent Police Complaints Commission (IPCC).
A police spokesman said: "A full investigation will be carried out to establish the circumstances of the collision.
"Extra officers will be in the area to inform residents about the incident and offer them reassurance and answer any concerns they may have."
