He was believed to have a weapon and was seen in the Colegate area at about 13:30 BST, police said.

Armed units and the National Police Air Service helicopter were deployed to a number of locations and to City Hall.

"A man in his 20s was located and police are satisfied no further action was required," a spokesman said.

The armed units were stood down after nearly three hours and no arrests have been made.

The spokesman added: "Public safety is paramount and throughout the incident there were no indications of a wider risk to the community."
