Thirty people had to leave their homes on the Norfolk coast when high winds brought the threat of flooding.
They sheltered at The Lifeboat Inn, the official flood rescue centre in Walcott, where high water hit at 10:45 BST.
As the flood threat receded, Richard Cook, a flood co-ordinator from North Norfolk District Council, said the council had to make sure people were protected.
