The incident is alleged to have taken place in Norwich's Prince of Wales Road at 05:00 BST on 2 June.
Mr Bowers, of Ambercroft Way, Coulsdon, south London, was told he will face trial on 21 November.
The singer rose to fame with boy band Another Level in the 1990s. He appeared on Celebrity Big Brother in 2010.
