Criticisms 'removed' from report on offenders' institution

Criticisms in a draft report into Boris Johnson's flagship scheme to cut youth re-offending were removed before it went public, it has emerged.

The project to help inmates at Feltham Young Offenders institution get jobs on release suffered from a lack of investment "upfront", according to documents seen by BBC London.

But comments about the "payment by results" approach were removed.

City Hall has insisted there had been no "cover-up" or that any criticisms has been removed.
