A second major road layout in Blackpool will have to be changed after safety concerns from disability groups.
The council has apologised over the "shared surface" at the new Talbot Gateway Business District.
Three years ago, a £100m promenade revamp had to be amended after similar complaints over the removal of kerbstones.
"We should have learned lessons from the prom," said Councillor John Jones, who is responsible for transport.
Mr Jones (Labour) added: "Obviously, something has gone wrong.
"I've asked why we have not learned this lesson, but we are where we are, and we've got to put it right. I'm not happy, but we will get it right."
Kevin Winkley, chief executive of N-Vision, formerly Blackpool, Fylde and Wyre Society for the Blind, said the shared surfaces were preventing visually impaired people from getting around.
"One client was waiting to cross the road recently and a car knocked his white stick out of his hand," he said.
Mr Jones said the council wanted to hear from all road users and disability groups so it can prevent the same problems happening again.
