More than 100 schools are closed in Lancashire due to heavy snow and freezing temperatures.
The east of the county has been most affected.
Driving is described as hazardous and there have been a number of minor accidents caused by snow and ice on roads and motorways.
Virgin Trains has cancelled two trains from London Euston to Lancaster and Preston.
Northern Rail is not reporting any delays due to the weather.
Wensley Fold Church of England Primary School, in Blackburn, did not open until 10:30 GMT.
Paul Thompson, deputy head of Shuttleworth College in Padiham, which has closed, said he struggled to drive in to the school.
He said: "The side roads were very difficult [to negotiate].
"It is a difficult decision but we've got to consider health and safety of staff and, of course, students."
Lancashire County Council said gritters and snow ploughs have been out overnight and will be used during the day to clear major routes.
