Metal thieves caused damage estimated at up to £10,000 when they took pipes from a disused hospital.
A bungalow on the site of Lea Castle Hospital in Kidderminster, Worcestershire, flooded when copper water pipes were removed during Wednesday night.
A West Mercia Police spokesman said the site belonged to the NHS and any cost to it was a cost to the public purse.
Anyone with information is urged to contact the police.
Parents search in nursery inquiry
Police say they are still trying to contact all the parents of children at three nurseries in Worcestershire as part of a sexual assault investigation.
