An Essex council has said it is "absurd" that it has to raise millions of pounds to save three miles of eroding coastline.
About £50m is needed for new defences from Clacton to Holland-on-Sea. Plans to protect the stretch of coast were approved several years ago by the Environment Agency but funding has now been pulled and Tendring District Council has to start afresh.
