An inquest into the deaths is expected to open next week, police said.

Con, 39, and Elber Twomey, 36, from Meelin, County Cork, remain in a critical condition in hospital in Plymouth after the crash in Hamelin Way at about 14:45 BST last Friday.

Mr Wojiechowski, who was originally from Poland but who lived in the area with his wife and family, was arrested at the scene but later died.

Concerns over the state of mind of Mr Wojiechowski at the time of the crash are being investigated.

The Independent Police Complaints Commission (IPCC) is also investigating the collision to determine "whether or not an officer was in pursuit of a black Vauxhall Vectra".

Det Insp Costa Nassaris, from Devon and Cornwall Police's major crime investigation team, said: "We are conducting a thorough investigation into this incident in order to determine the cause of the collision.

"The IPCC are conducting a separate, independent investigation into the police involvement.

"We have appointed family liaison officers to the families."
