Volunteers could be brought in by Avon Fire and Rescue Service to carry out jobs that would help free up fire officers.
They would be used in a variety of roles such as home safety checks and conducting local campaigns.
Mick Dixon, from Avon Fire and Rescue, said other fire services had already taken on volunteers.
"We want people to come forward who already have connections in the community," Mr Dixon added.
City low emission zone considered
Mayor George Ferguson says he is considering a low emission zone to improve Bristol's air quality which currently exceeds EU pollution levels.
