Patients have been asked to stay away from an accident and emergency department at a Dudley hospital unless they have a life-threatening condition.
A spokesperson for Russells Hall Hospital said current demand for its emergency service was unprecedented.
Chief Executive Paula Clark said the hospital was under "extreme pressure" and patients at A&E would have "a very long wait".
Patients are instead being asked to go to walk-in centres, GPs or pharmacists.
