A 35-year-old man, believed to have been at an incident in Essex when a teenager was run down by a car and stabbed twice, is sought by police.

Officers investigating the suspected attempted murder in Chelmsford on 21 November want to trace Richard Frost.

Mr Frost, from Chelmsford, is believed to be with his partner Kay Phillips, 26, and a five-month-old baby. Police are concerned for their welfare.

The 17-year-old male victim remains critically ill in hospital.

A 25-year-old man was struck a glancing blow by a car during the incident but was unharmed.

'No stable environment'

Police believe the attack could have been "drug-related" and those involved "known to each other".

They are currently examining a burnt-out BMW X5 found in Rettendon, which they believe could have been the car that hit the men.

Det Ch Insp Mark Hall said: "Kay has no access to money, no stable environment and lacks the support of her family, who are deeply concerned.

"I would appeal to Kay to go with the baby to her nearest police station."

Investigations are concentrated in the Chelmsford area, Lincolnshire and Cambridgeshire.

Mr Frost has a leg injury and may be using crutches, but should not be approached and any sightings should be reported to police.

He is 5ft 8ins (1.5m) tall, of medium build and has pierced ears and tattoos on his hands.

Miss Phillips is about 5ft 4in (1.4m) tall, has blue eyes and has shoulder-length or long dyed blonde hair.
